Development & Project Management for two residential apartment sites sleeving GPT’s existing retail asset, instigated by Level 6’s highest and best use analysis of the sites. Rigorous design review was required to align with the urban design guidelines and facilitate a product with GPT’s quality aspirations. Level 6 managed significant technical and tenant coordination with existing adjacent retail assets and ensured alignment with the Town Centre Management Plan.  Complex easement arrangements were required to facilitate suitable parking and access requirements, requiring an understanding of the complex titling structure and resulting in a lengthy and detailed contract of sale. We coordinated the sales campaign and represented GPT in ongoing communications with the ultimate purchaser of the sleeve sites to ensure cohesion and beneficial relationships between the two sites.  We managed the analysis and documentation of the enabling works packages required to facilitate the clean and unencumbered carve-off of these sites.

Our scope

This work entailed full project management services, along with some development management support functions, including:

  • Initial review and analysis of highest and best use of the site (for the sites sleeving the existing retail asset).

  • Initial financial feasibility, including setting budgets for design, construction, authority fees, sales/marketing, finance and holding costs.

  • Project definition documents such as Project Brief, Stakeholder Engagement Framework, communications plan, and the like.

  • Procurement/appointment of consultant team, management of consultant budget and administration of agreements/invoices, etc.

  • Preparation and management of Statutory and services Authority approvals.

  • Stakeholder management.

  • Design Review process management and presentations.

  • Design Management including optioneering and associated cost/benefit analyses with consideration.

  • Risk and opportunities management.

  • Management of project program & budget.

  • Analysis of impacts on existing assets/infrastructure.

  • Coordination of subdivision, titling strategy and complex easements structures, where required, to provide parking for the apartments via existing retail areas and to protect GPT’s interests in all regards while interfacing with adjacent land uses/owners.

  • Preparation of tender documentation for enabling works required by GPT to facilitate the sale of the sites sleeving its retail asset – including works to mechanical, electrical, comms and hydraulic services, and carpark infrastructure.

  • Coordination of the sales campaign, including agent appointment, collateral, sale contract (including coordination of internal and external legal teams), and communications with prospective purchasers to respond to queries/information requests.

  • Ongoing communications with the ultimate purchaser of the sleeve sites to continue coordination between these sites and the adjacent retail assets.
