The Project

Spring Quarter is a mixed-use development close to the public transport hub of Chatswood Station and adjacent Victoria Avenue in New South Wales, and brings significant public benefit opportunities to the heart of Willoughby.  The proposals are structured around a network of streets, lanes and places to create a string of public spaces to enhance and prioritise the pedestrian experience.

The proposal consists of approximately 30,000sqm commercial space within a signature building, 4,500sqm purpose built medical suite building and circa 12,000sqm of retail, boutique commercial and community uses.  Close to 400 apartments will be provided within two buildings and over 2000sqm of open space.

The planning proposal for this project was submitted to Willoughby council in July 2020, and Level Six is continuing to work through the feedback and consultation process with them.

Scope

Level Six appointed and managed a significant consultant team to lead the feasibility/concept work for the master plan.  This entailed a rigorous period of reviewing alternative concepts against planning, design and place making principles alongside cost and overarching feasibility implications.

Key aspects of our scope included:

  • Master plan optioneering and economic feasibility testing
  • Appointment and management of full consultant team, working to an aggressive 3 month program
  • Management of PCG meetings, regular working meetings
  • Preparation of the Planning Proposal, including management and coordination of strategic planning case and all consultants’ work.
  • Stakeholder consultation including engagement with Willoughby Council and the local business community
