Stockland, for the Stockland/Landcom Joint Venture

The Project

Master plan development comprising of four infrastructure stages, to deliver 272 dwellings over nine stages as well as a large central park and pedestrian bridge linking the site to the local train station, university and amenities.

The project forms part of the Macarthur Regional Centre and is the entry to a larger masterplanned urban area of a further 950 residential lots.  A masterplan development consent has been approved for the substantial part of the regional centre noted above.


This project involved:

  • Working in accordance with the Project Delivery Agreement (PDA)
  • Managing key stakeholders in this regard, including Campbelltown City Council, Transport NSW, Sydney Trains, and Landcom among others.
  • Participation in formal JV Management Committee Meetings and provision of formal Committee reporting.
  • Management of EOI/sale campaign for parts of the site on behalf of the JV
  • Management of multi-disciplined design coordination between JV partners
  • Production of various business case and formal approval documents as required by Stockland’s processes/procedures and Senior Management requirements
  • Development of Vision and Design Brief
  • Management of consultant appointments, project budget and administration;
  • Development and management of project design and delivery program
  • Review and advise on project construction staging and coordination – particularly onerous given the many stages of work and delivery responsibilities split between JV partner as well as required infrastructure upgrades triggered by the development;
  • Review of ecological issues, approval and management requirements and timescales, and key risks associated
  • Review and management of contamination issues within one of the public park areas including strategies for remediation and negotiation with Council
  • Liaison with government agencies as required to ascertain further project requirements and timing.
