The Project

Elara is the largest master planned community in Sydney’s north-west with over 4,000 homes planned (including over 500 townhomes) and a neighbourhood retail precinct with community, medical and child care centre.  The 280 hectare site is close to key transport links, employment centres and has easy access to Blacktown, Parramatta and the Sydney CBD, which is less than an hour by train from nearby Schofields Train Station.

The second stage of the development included an age exclusive community – retirement living village specially designed for over 55s, including a clubhouse comprising three pavilions that houses a gym, large pool, kitchen and recreational facilities.

Scope

Level Six were involved in both the design and statutory approvals for the medium density stages, as well as the design, documentation, tender and construction of the age exclusive community, with services including:

  • Consultant Briefs and performance management
  • Consultant contract administration
  • Management of Project Meetings
  • Production and management of design/procurement/delivery program
  • Risk/issues management
  • Monthly reporting in accordance with Stockland’s procedures/standard documents etc
  • Production of procurement strategy and ensure procurement is done in accordance
  • Production of formal reporting seeking approval to proceed with procurement/construction stages in accordance with Stockland’s standards and financial authority levels
  • Obtain cost opinions/estimates, coordinate VE sessions as required
  • Preparation of Request for Tender
  • Coordination of construction contract – liaising with internal stakeholders in Commercial/legal teams as required
  • Management of tender review/evaluation/interviews/negotiation
  • Contractor recommendation report and approval management
  • Management of construction contract
  • Management of site handover and prestart process/inductions etc
  • Management of site meetings
  • Review/approval of construction drawings including shop drawings, samples, proposed substitutions, variations etc
  • Management of progress claims/variations
